The Thonham Accords

An agreement between the representatives of The Falderian Empire and the free-folk of Eschenfeld, signed in the ashes of Thonham on the 12th day of the 3rd month, immediately following the Scorched Earth event, to end The Race Wars and establish peace and cooperation between the two parties.

The Signing

The Scorched Earth event had reduced Thonham to a wasteland in less than 24 hours. The once-proud megacity, home to millions of souls, now lay in ruins. The large red stone buildings that had symbolized imperial prosperity had crumbled to dust, their foundations cracked and brittle. The fountains that had once flowed with crystal-clear water now stood dry and broken. The very soil had turned to crumbling dust, and what few crops remained had withered and died.

In the shadow of this devastation, representatives from both sides gathered in what remained of the Thonham capitol building. The air was thick with dust and the pungent smell of desiccated corpses. King Aldem Titanfoot, having just ascended to the throne following the death of Karel Glynnorin in the Scorched Earth event, faced the free-folk negotiators across a makeshift table of salvaged stone. The Empire had no choice but to accept whatever terms Eschenfeld demanded. Their population had been decimated, their capital destroyed, and their military scattered across the continent.

The free-folk, led by Ilkaen Sylvana of Gannelore and representatives from Embersail, held all the cards. They had just unleashed a weapon of unimaginable power, and the Empire was on its knees. The negotiations lasted only three days. There was little to negotiate when one side held all the power. The Empire’s representatives signed the document with hands still shaking from the devastation they had witnessed, knowing that refusal would mean the complete annihilation of their people.

Preamble

Recognizing the devastation wrought by The Race Wars, wherein the population of Falderia decreased by over 60% and the original Thonham was destroyed by the Scorched Earth event, killing an estimated four million people; acknowledging the suffering of the free-folk under the oppression of the old falderian empire, and desiring to establish a lasting peace that prevents future conflicts of such magnitude, the undersigned parties hereby agree to the following terms.

Article I: War Guilt and Responsibility

The Falderian Empire acknowledges and accepts sole responsibility for causing all loss and damage to the free-folk of Eschenfeld and their property as a direct consequence of the war imposed upon them by the aggression and systematic oppression of the old falderian empire under Karel Glynnorin and The Glynnorin Family.

Specific Terms:

  • The Empire shall maintain a permanent memorial in New Thonham documenting the atrocities committed during The Race Wars
  • All official historical records shall acknowledge the Empire’s culpability in initiating the conflict
  • The Empire shall provide written acknowledgment of responsibility to each surviving family of victims within one year of ratification

Article II: Territorial Cessions and Recognition of Independence

The Falderian Empire renounces all claims to sovereignty over the following regions and recognizes them as the sovereign territory of Eschenfeld:

Specific Terms:

  • The Empire shall remove all military installations and administrative buildings from ceded territories within six months
  • All imperial citizens residing in ceded territories shall be granted one year to relocate or apply for Eschenfeld citizenship
  • The Empire shall provide detailed maps of all ceded territories, including resource deposits and strategic locations
  • Eschenfeld shall have exclusive rights to all magical research facilities and artifacts within ceded territories

Article III: Reparations and Compensation

The Falderian Empire agrees to pay reparations to the free-folk of Eschenfeld amounting to 100 million gold pieces, to be paid in equal annual installments of 1 million gold pieces over the course of 100 years.

Specific Terms:

  • Payments shall be made on the anniversary of the signing, beginning one year from ratification
  • Late payments shall incur a penalty of 5% per annum, compounding monthly, of the outstanding amount
  • The Empire shall provide Eschenfeld with detailed annual financial reports to ensure payment capacity
  • In case of economic hardship, the Empire may request a one-year deferral, but must provide Eschenfeld with access to imperial financial records
  • Reparations shall be used exclusively for: reconstruction of destroyed settlements, compensation to families of victims, magical research and development, and the establishment of Eschenfeld’s government institutions

Article IV: Military Restrictions and Demilitarization

The Falderian Empire agrees to demilitarize its remaining territories and limit its standing army to no more than 100,000 soldiers.

Specific Terms:

  • The Empire shall disband all units exceeding the 100,000 limit within three months of ratification
  • No new military installations may be constructed within 50 miles of The Gannelore River
  • The Empire shall provide Eschenfeld with quarterly reports on military personnel and equipment
  • Eschenfeld shall have the right to inspect imperial military facilities with 48 hours notice
  • The Empire may maintain its naval forces without restriction for purposes of protecting trade routes, but all naval vessels must be registered with Eschenfeld
  • No magical weapons or artifacts of mass destruction may be developed or stockpiled

Article V: Civil Rights and Political Representation

The Falderian Empire agrees to respect the rights and freedoms of all free-folk within its borders and grant them equal status and representation in the government of The Falderian Empire.

Specific Terms:

  • All free-folk residing in imperial territory shall have the right to vote in local elections
  • The Chamber of Deputies shall maintain free-folk representation equal to the true representation of free-folk within it’s borders as measured by a census, rounded up to the nearest seat.
  • All forms of racial discrimination and segregation shall be abolished within one year
  • Free-folk shall have equal access to education, employment, and public services
  • The Empire shall establish a Commission for Racial Equality to investigate and address discrimination complaints
  • Free-folk shall have the right to practice their own religious and cultural traditions without interference

Article VI: Cessation of Hostilities

The free-folk of Eschenfeld agree to cease all hostilities and acts of violence against The Falderian Empire and its citizens, and to respect the territorial integrity and sovereignty of The Falderian Empire.

Specific Terms:

  • All Eschenfeld military units shall withdraw from imperial territory within 30 days
  • Eschenfeld shall disband all paramilitary organizations and militias
  • No Eschenfeld citizen shall engage in acts of terrorism or sabotage against the Empire
  • Eschenfeld shall extradite any individuals accused of crimes against the Empire for which both parties hold relevant laws

Article VII: Formation of Eschenfeld Federation

The free-folk of Eschenfeld agree to form a federation of independent states under the name of Eschenfeld, sharing a common currency, constitution, and defense system.

Specific Terms:

  • Eschenfeld shall establish a federal government with representatives from Sylvana and Emberia
  • A common currency, the “Eschen Crown,” shall be established within two years, based on a gold standard so as to maintain equity with gold pieces
  • Eschenfeld shall maintain a unified military command structure
  • The federation shall establish diplomatic and trade relations with The Falderian Empire
  • Eschenfeld shall have the right to establish embassies in New Thonham and consulates within the Empire
  • Trade agreements between the parties shall be negotiated within six months of ratification

Article VIII: Joint Oversight Commission

The parties agree to form a Joint Oversight Commission, composed of three representatives from each side, to oversee the implementation and enforcement of The Thonham Accords.

Specific Terms:

  • The Commission shall meet quarterly to review compliance with all articles
  • Each party shall have the right to request emergency meetings with 48 hours notice
  • The Commission shall have the authority to investigate violations and impose sanctions
  • All Commission decisions shall require a majority vote of five out of six members
  • The Commission shall maintain detailed records of all proceedings and decisions

Article IX: Ratification and Implementation

The parties agree to ratify and sign The Thonham Accords, and to exchange the instruments of ratification within 30 days of the signing.

Specific Terms:

  • Each party shall provide the other with certified copies of their ratification documents
  • The Accords shall be published in all major settlements within both territories
  • All citizens shall be informed of their rights and obligations under the Accords
  • The Accords shall be deposited in a neutral location for permanent safekeeping
  • Any amendments to the Accords shall require unanimous consent of both parties

Article X: Duration and Binding Nature

The Thonham Accords shall take effect upon the exchange of the instruments of ratification and shall be binding and inviolable for all time.

Specific Terms:

  • The Accords shall remain in force until both parties agree to their modification or termination
  • No single article may be suspended or modified without the consent of both parties
  • Violations of the Accords shall be considered acts of war
  • The Accords shall be considered the supreme law of both territories, superseding all other agreements
  • Any attempt to unilaterally withdraw from the Accords shall be considered a declaration of war
